This seems to be a precursor to 6/24-2024, both in its use of the word conjoint, its concentration on dualism (Duumvirat), and its emphasis on the link with Mars. It seems that a false alliance is undertaken, although both sides, curiously, have made the connection in good faith. Index 6/24 has the alliance as that between a strong man and weak, or even a male and a female leader.That said, the alliance does not, in fact, break up, but out of havoc brings appeasement which is , by its very nature, only a temporary alleviation of a fundamental problem
Summary
Two great powers unite together in order to combat a global increase n internecine warfare. The alliance is a curious one, and works almost despite itself.
