Nostradamus appears to forsee what amounts to a fundamental change in the perception of democracy (the old Greek order). The new order (tyranny) does not, at the very last, find easy acceptance.
Phocensian despair, of course, means desperation which terminates in victory, and seems from the days of Philip, king of Macedon, when the men of Phocis stood alone against the united might of all their enemies. As a final resort they built an enormous pyre, meaning to immolate themselves, and their women and children, upon it. Having nothing left to lose, they then threw themselves in one final, despairing act, upon the foe, and, extraordinarily, beat them off.
Summary
The old world order would appear to have changed for good. Democracy is a thing of the past. There are many, however, who regret its passing. Having nothing left to lose, they ready themselves for one last-ditch attempt at a restoration of universal suffrage. Extraordinarily, the beginnings of a new, more positive era.
